Our university has an MAE (education masters) program (no undergraduate ed. degree). Physics feeds about one student per year into that program on average. We graduate around 8 to 12 physics majors per year in total. We have no graduate physics program, but we have a BS degree for students heading to grad school in physics, and a more flexible BA degree for students heading to med school, law school, etc. Our BA physics major easily accomodates students heading into our MAE degree program.
I would like to attract more students into our BA plus MAE program to produce more physics teachers. We would need to review and upgrade our undergraduate physics curriculum to focus more on providing appropriate courses for physics teachers in training and we would have to develop an aggressive recruitment plan.
